Project #1 - Grassed Waterway Project

The Red Lake County SWCD District Manager will be responsible for all elink, website, and final reporting documents for the project. The Red Lake County SWCD District Manager will coordinate the project, provide the data needed to complete all BWSR project requirements, and track all of the financial documentation of this project.

Red Lake County SWCD staff (District Manager and District Technician) will work with contacting the landowner (one landowner involved in this project), setting up timelines, and working on the landowner's contract. Staff will work with the landowner and contractors to line up site location access for project contruction. The District Manager will coordinate landowner meetings prior to construction to keep the landowner informed as to the project timelines.

Red Lake County SWCD staff (District Manager and District Technician) will work with the Red River Valley Conservation Area Engineer (Jim Hest) on surveying the project. The Red Lake County SWCD will be contracting with the past District Engineer to assist with the survey and design work for this project. The Red River Valley Conservation Area Engineer will be responsible for the design work. The Grassed Waterway project will be planned and installed in accordance with technical standards and specifications of the NRCS Field Technical Guide. The landowner and the Red Lake Watershed District will be providing the 25% required project match. All technical and engineering documents will be available upon request.

This project is located in Section 11 of Red Lake Falls Township in the SW 1/4. Red Lake County SWCD identified this project as high priority due to the large amount of sediment that this project is contributing. The high sediment loading is effecting water quality, aquatic life, the water supply source, and recreational use of the Red Lake River.

On June 14, 2011, the Red River Valley conservation Service Area 1 Engineer (Jim Hest) and Wayne Weber surveyed this project. Jim Hest will work on the design for this project during the winter months. Jim Hest designed this project during January and February of 2012.

On March 22, 2012, the District received a cost bid estimate and design for the project from Jim Hest. On March 23, 2012 the landowner signed the BWSR CWF-Clean Water Assistance Contract. The SWCD Board of Supervisors approved the contract on April 9, 2012.

On April 17, 2012 Tanya Hanson and Jim Hest construction staked this project. The project was constructed April 18-27, 2012. Jim Hest and Tanya Hanson was out on the site during the construction.

The landowner signed the Cost-Share Voucher on May 9, 2012. The SWCD Board approved the payment of the voucher on May 14, 2012 in the amount of $19,142.00 ($14,356.50 - 2011 CWF-Clean Water Assistance, $1,500.00 - RLWD Local contribution, and $3,285.50 - landowner contribution).


Project #2. Grassed Waterway with Drop Structure

Red Lake County SWCD staff will work with Red River Valley Conservation Area Engineer (Jim Hest), DNR staff (Garry Bennett, Hydrologist), Army Corps of Engineer (Bill Baer), Red Lake Watershed District (Myron Jesme), and any other local, state, or federal agencies that we may need to contact to collect the required permits needed for project contruction. The landowner and the Red Lake Watershed District will be providing the 25% required project match. All technical and engineering documents will be available upon request.

This project is located in Section 35 of Wylie Township in the SE 1/4. Red Lake County SWCD identified this project as high priority due to the large amount of sediment that this project is contributing. The high sediment loading is effecting water quality, aquatic life, the water supply source, and recreational use of the Red Lake River.

The 2011 BWSR CWF-Clean Water Assistance Project #2 Contract was signed on 9/10/2012.

The project was constructed during November 5-16, 2012. Jim Hest and Tanya Hanson was out on the site during the construction.

The landowner signed the Cost-Share Voucher on December 4, 2012. The SWCD Board approved the payment of the voucher on December 17, 2012 in the amount of $35,737.00 ($26,802.75- 2011 CWF-Clean Water Assistance, $6,934.25 - RLWD Local contribution, and $2,000.00 plus additional materials - landowner contribution).

Project #3 - Streambank and Shoreland Protection Project

The Red Lake County SWCD District Manager will be responsible for all elink, website, and final reporting documents for the project. The Red Lake County SWCD District Manager will coordinate the project, provide the data needed to complete all BWSR project requirements, and track all of the financial documentation of this project.

This project is in relation to two other projects that were constructed in 2010 using Red River Valley Flood Recovery Grant funding. The project is located along the Clearwater River in the City of Red Lake Falls which will make this a showcase project because of its visibility.

This project was given high priority because of its: location (just upstream) to the sturgeon restoration project, domestic supply use of the water source (City of East Grand Forks), importance to water quality, and the reduction in sedimentation and turbidity (as it relates to TMDLs in the Red River Basin).

Wayne Weber (retired District Engineer for Red Lake County SWCD) has been hired on an as-needed basis to assist with surveying and technical assistance.

The District Manager submitted Engineering Requests to the Red River Valley Conservation Engineer in January of 2011. This project was surveyed by Jim Hest and Wayne Weber on November 4, 2011, when the river levels were low.

The design for the project was received on 8/10/2012. The landowner signed the 2011 BWSR CWF-Shoreland Improvement Contract on 8/13/2012 before the regular SWCD Board meeting. The SWCD Board approved the 2011 CWF-Shoreland Improvement Contract on August 13, 2012 in the amount of $35,000.00 (CWF-Shoreland Assistance will provide $26,250.00 or 75% of the total eligible cost, which ever is less.

A bid from Wright Construction was approved on September 10th at the SWCD Board meeting in the amount of $22,195.00. The project was constructed during the first week in October.

At the October 15th SWCD Board meeting, the Board approved the 2011 CWF-Shoreland Improvement Project Voucher for Roger Johanneck in the amount of $16, 646.25; which was 75% of the total cost of the project which was $22,195.00. The Red Lake Watershed District provided $3,500.00 to assist with the local match required for the project. The remaining $2,048.75 was paid by the landowner. Red River Valley Conservation Service Area received $3,300.00 for the survey, design, on-site visits during construction and construction inspection work for the project.

Project #4 - Installation of Side Water Inlet Structures - RLWD DItch #3

The Red Lake County SWCD District Manager will be responsible for all elink, website, and final reporting documents for the project. The Red Lake County SWCD District Manager will coordinate the project, provide the data needed to complete all BWSR project requirements, and track all of the financial documentation of this project.

Staff will work with the landowners and contractor to line up site location access for project contruction. The District Manager will coordinate landowner meetings prior to construction to keep the landowners informed as to the project timelines.

Red Lake County SWCD staff (District Manager and District Technician) will work with the Red Lake Watershed District Staff (Loren Sanderson and Gary Lane) on surveying the project. The Red Lake County SWCD will be contracting with the past District Engineer to assist with the surveying needed for this project. The Red Lake Watershed District will be responsible for the design work. The Side Water Inlet Structures will be planned and installed in accordance with technical standards and specifications of the NRCS Field Technical Guide. The Red Lake Watershed District will be providing the 25% required project match. All technical and engineering documents will be available upon request.

Red Lake County SWCD will work cooperatively with the Red Lake Watershed District (RLWD) and the landowners involved to reduce erosion, provide temporary detention and eliminate sediment deposition along the Red Lake Watershed District Ditch # 3 system by installing eight side water inlet structures.

The contract for this project has been approved and signed by both the Red Lake Watershed District (April 7,2011) and the Red Lake County SWCD Board (April 11, 2011). 

Survey & design work was completed by the RLWD staff during June-August of 2011. The project design was approved by Jim Hest, Red River Conservation Service Area 1 Engineer.

There were a total of nine Side Water Inlet Structures that were installed along RLWD Ditch #3. The project was completed on 11/29/2011. 

Project #5 - Installation of Side Water Inlet Structures - RLWD DItch #7

Red Lake County SWCD approved the payment voucher in the amount of $12,905.61 (2011 BWSR CWF-Conservation Drainage) which was 75% of the total cost $17,207.48 of the project at the September 10, 2012 regular board meeting. There were a total of 25 Side Water Inlet Structures installed along RLWD Ditch #7 during the summer of 2012.
